Formal Statement for Investigation
Subject: Request for Investigation into Delayed USD Transfer and Unexplained FX Rate Change
I am writing to request a formal investigation into a foreign‑currency transfer related to the sale of my property in Ghana. The transaction was handled through your bank, and several irregularities occurred that resulted in financial loss and raised concerns about the integrity of the process. How is Africa going to improve if people are not held accountable for their action?
Summary of Events:
The buyer of my property visited the Ghana bank branch to initiate payment in Ghana cedis, to be converted and transferred to me in USD. At the time of the transaction, the staff quoted an exchange rate of .... and the buyer agreed to proceed at that rate. After the agreement, I waited for almost two weeks without receiving the funds. I eventually received the transfer after approximately two to three weeks. When I asked the buyer why the transfer was delayed, he informed me that the staff told him the bank was “trying hard to find the dollar. During the delay, the USD/GHS rate increased significantly. When the transfer was finally completed, the staff applied a new rate of ....or waited when the rate was extremely high, without notifying me or the buyer, and without requesting consent for the change. I called him asked why he never informed us. He said he informed the buyer. When I called the buyer, he denied that it happened.
This rate change resulted in a financial loss to me, as the buyer had already agreed to the initial rate. When I contacted the branch supervisor for clarification, she stated, “We don’t want to deal with you,” and ended the call abruptly. This response was unprofessional and prevented me from receiving any explanation.
The issue here is not about the money but justice. It appears possible that the bank purchased USD at the lower rate, waited until the market rate increased, and then executed the transfer at the higher rate, creating an unexplained margin. As ongoing secret investigation is going and verify if it is normal with Ghana banks. No name is mentioned until investigation is done as my lawyer will process the case as needed. No communication or consent was provided regarding the rate change. The justification that the bank was “trying to find dollars” raises questions about whether the delay was due to liquidity issues or intentional timing. It may be true but if not, I strongly believe that every one must enforce the laws in Africa. Publication will continue to the highest level after investigation if found we got scammed.
The supervisor’s refusal to engage and abrupt termination of the call is inconsistent with professional banking standards.
Request:
I respectfully request that headquarters investigate: Why the transfer was delayed for nearly three weeks. I ask for a written response clarifying whether this conduct aligns with their bank’s policies and whether corrective action will be taken.
